This essay is based on a paper delivered at Kunstraum Niederösterreich in Vienna in March 2010 where it was presented as a response to the question as to how we might begin to address ‘the gap between education, the current needs of urban development and the still prevailing structures of top-down urban planning in the neo-liberal context’.
